There are four statutory management authorities that have responsibilities under the Action Plan. These are: Department of Conservation, Department of Internal Affairs through the Harbourmaster, Environment Waikato, Taupo District Council.The Tūwharetoa Māori Trust Board is also a partner to the Action Plan. Around a third of the actions in the Action Plan relate to Ngati Tuwharetoa values.

There are also some organisations that do not have responsibilities under the Action Plan, but are involved in its implementation. These organisations include the Lakes and Waterways Action Group.
